help? virus trouble :(

I'm at the end of my rope as far as it goes with this virus. We didn't have virus scanning or protection on the laptop, and in safe mode we can't open the program to install it (as well as being unable to connect to the internet) because there didn't seem to be any other option I'd already made up my mind to reformat the laptop (with my little brother's permission) and gave a bitter farwell to all the files and applications I can't save.

But there's a snag.

I can't find any - ANY - of the programs windows directs me to in order to reformat. Systom recovery in particular.

If anyone knows ANY way to reformat, please leave a comment, this is driving me crazy.
